This project is to promote the introduction of the concept of resource recycling into the industrial waste disposal plan (IWDP), aided by the GPS flow direction tracking mechanism. This is to be expected to reinforce the industrial resource recycling and the industrial waste (IW) flow directions monitor promoted by the competent authorities, to provide the mechanism of the source open third party independent enquires about the whereabouts of the clearing vehicles, and to study the feasibility of the management tools using other vehicle tracking systems. In addition to avoiding people's doubts about the IW being sunken into resource materials, this project will introduce new management tools through sharing system and fortify the responsibility system for the enterprises which produce IW. Through the 12 sessions of the data inventory, information collection, and onsite plant visits via the IWR＆MS, and the 6 sessions of the IWDP filing and mock review meetings in northern, central and southern Taiwan, we established the resource recycling model for the two manufacturing industries of paper ＆ paper products and electronic parts ＆ components. The model is to formulate the filing of the IWDP, the review judgement baseline, and performance evaluation methods applicable to the IWDP review authorities. This has emphasized both the enterprises and the competent authorities, so as to jointly improve the IWDP baseline data and the quality of the review. At the same time, through telephone interviews, holding seminars, mining and searching the information of domestic and international vehicle tracking management tools, assessing the feasibility of publicizing and sharing GPS information on IW clearing vehicles, and system development to provide display and download related functions, it was hoped to make possible the self-monitoring of the vehicles of the enterprises which produce IW, and to collect the vehicle management tools from the IoT technology and other ministers or departments in Taiwan to study if they could be used to improve the IW clearance flow directions tracking system.
